October 19.—The Governor of New York hath issued a proclamation, recommending to the inhabitants of that State, to observe Thursday, the second day of November next, as a day of prayer and thanksgiving to Almighty God, for the recent and remarkable deliverance wrought in behalf of the United States in general, and of this State in particular, by the discovery of the treasonable conspiracy for betraying the fortifications in the Highlands into the hands of the enemy; to deprecate his wrath for the evils prevalent among us, and humbly to implore a continuance of his favor and protection.1
